Kim Jong-un's address comes exactly 20 days before U.S. president-elect Donald Trump is sworn into the White House.
Keeping that in mind, could we see his speech as one directed at Trump?

Right on point.
North Korea watchers I talked to say Kim's speech was a highly calculated one.
Although Trump's name was not mentioned specifically, most say Kim's message was not only geared at Trump, but also attempted to be acknowledged as a nuclear state and seek deals with Washington.

"Kim Jong-un sent two messages to U.S. President-elect Donald Trump: North Korea will provoke if Washington holds a hardline policy against Pyongyang and the North will actively engage in dialogue if Trump shows willingness to do so."

Kim Jong-un's 'wait and see approach' is also seen in his inter-Korean policy as well.
Leaving out the possibility of any talks with South Korean president Park Geun-hye, Kim said he will gladly join hands with anyone who wants to discuss mending inter-Korean ties.
Negotiations with Washington seem to be the big picture for Kim, while improving inter-Korean ties is likely to come along once relations are normalized with Washington.

"Ever since Kim Jong-un came to power, North Korea has sought to negotiate with the U.S. in trying to reach peace on the Korean peninsula while seeking practical interests with the South."
